Study on Productivity & Working Conditions in Natural Stone Mining Industry Supply Chain

Background ContextGiven the significant contribution of natural stone mining to livelihoods and the state economy in Rajasthan and the challenges it continues to face, the ILO has initiated an effort for the sustainable natural stone industry in Rajasthan. The initiative aims at formulating an evidence-based state-level strategy to enhance productivity and global competitiveness of the natural stone industry through the engagement of national and local governments, employers and their associations as well as trade unions and CSOs.

Objectives

Development Solutions was assigned to undertake a comprehensive value chain analysis of the natural stone mining industry in Rajasthan. The study objectives were as follows:

  • Value chain analysis to understand the industrial and structural linkages between various actors.
  •  To understand and assess engagement and working conditions of labour across the value chain
    • Understanding engagement – the role of labour, trade unions
    • Working conditions – availability and adherence to decent work conditions
    • Role of stakeholders (including trade unions, and civil society) in influencing the context of labour and production systems
  1. Understand and assess the institutional and policy context – affecting the value chains, production systems, and labor engagement and work conditions

Approach and Methodology

  • Method/ Design: A mixed-method approach comprising – a literature review and quantitative and qualitative methods of data collection were undertaken to conduct the study.
  • Key Respondents/ Informants: Officials from government departments, civil society organizations, workers, trade unions 
  • Key Areas of Inquiry: Value chain in the natural stone industry, the economics of the natural stone value chain, the stakeholders and governance of value chains, policy, institutional and infrastructural issues impacting the competitiveness of the selected value chains, perspectives of the stakeholders on policy and institutional level challenges, decent work and occupational safety in the natural stone industry sector in Rajasthan
  • Sample: 33 conversations were conducted covering 31 stakeholders
