Baseline assessment of Sustaining health outcomes through the Private Sector Plus (“SHOPS Plus” ) initiative using quantitative methods

Background ContextSustaining Health Outcomes through the Private Sector (SHOPS) Plus is USAID’s flagship initiative in private sector health. SHOPS Plus supports the achievement of US Government priorities, including preventing child and maternal deaths, an AIDS-free generation, and supporting the goals of FP2020. 

SHOPS Plus project in India, a four-year (May 2016 – September 2020) initiative was to increase the use of Family Planning (FP), maternal, neonatal and child health (MNCH), and Tuberculosis (TB) treatment products and services among the urban poor by harnessing the potential of the private sector and catalyzing public-private engagement.

Objectives

The baseline evaluation carried out by Development Solutions focused on understanding and benchmarking key knowledge beliefs, and attitudinal and behavioral indicators among the potential target audience before the project prepares the implementation platform to roll out the interventions. The objectives of the SHOPS Plus India program were:

  • Addressing the unmet need for modern family planning methods among young married. couples.
  • Increasing adoption of safer sexual practices among unmarried youth.
  • Improving diarrhea management practices for caregivers of children under five.
  • Improving TB control and care through national Social and Behavior Change campaigns (SBCC) campaigns.

Approach and Methodology

  • Method/ Design: Quantitative
  • Key Respondents/ Informants: The target groups for the evaluation were urban poor with a family income between Rs. 100,000 to 600,000 per annum. By issue area, the following groups were covered: FP- Married Males and Females (18-29), SRH- Unmarried males and females (18-24), CH- Males/ Females/ Caregivers with 0-5 old child, and TB- Males and Females (18-59)
  • Key Areas of Inquiry: Knowledge of SRH topics, awareness, and knowledge about sex, and pregnancy, use and intent to use contraception measures, access to service and exposure to MTV Nishedh and Chaa Jaa
  • Sample: FP (2810), CH (2482), TB (2495), SRH (845)

Impact

The baseline assessment benchmarked key indicators and enabled inputs on community attitudes and perceptions of family planning, sexual and reproductive health, tuberculosis and child health. The results of the baseline assessment informed the national and private sector strategy of the SHOPS PLUS health markets program in India.
