Independent review of E2A framework and practitioner’s guide with Ennovent India and University of Melbourne

Background Context:

The E2A framework is a meta-learning tool developed for Fondation Botnar and its programs to frame and operationalize a formal evidence-building and learning agenda within programs and organizations. The framework was created through a collaborative effort between Fondation Botnar and the Melbourne Center for Cities at the University of Melbourne. The first edition of the E2A conceptual framework was released in 2020 and tested through Fondation Botnar’s ‘Healthy Cities for Adolescents’ and the ‘Our City Initiative’. Learnings and experiences from this phase led to the creation of the second edition of the E2A conceptual framework and informed the development of a practitioner’s guide.

The authors received feedback on the E2A framework and the practitioner’s guide from several stakeholders, including Fondation Botnar. They seek further feedback on the documents from Indian experts and practitioners.

DS was commissioned to work with Ennovent India and the University of Melbourne in three components. The first component was an independent review of the Evidence to Action (E2A) Framework – Edition 2 and the practitioner’s guide. The second component involved co-facilitating a learning workshop/event in New Delhi with Ennovent and the E2A global team. The third component included supporting the assimilation and documentation of learnings from Indian projects using an E2A lens, incorporating insights from the learning workshop in Delhi.

Objectives

  1. Independent review of the Evidence to Action (E2A) Framework – Edition 2 and the practitioners guide
  2. Facilitation of learning workshop/event in New Delhi
  3. Assimilation and documentation of learnings from India projects, using an E2A lens (including insights from the learning workshop in Delhi)
 

Approach and Methodology

This project employed a mixed-method approach. The methods were,

  1. Document Review: A document review of the project documents was conducted.
  2. Expert Group Meeting: An Expert Group Meeting was convened by the E2A team in March 2024. The discussions were documented in an Expert Group Meeting Report.
  3. Key Informant Interviews (KIIs): KIIs were conducted in April 2024 to delve into the implementation of the E2A framework across five India projects.
