Background Context:
This project was a year-long partnership with Indus Action, a ‘’do-tank’’ that bridges the gap between law and action. IA works towards securing a social protection safety net for vulnerable families by providing sustainable access to a Portfolio of Welfare Entitlements and Rights (POWER). Indus Action’s approach tackles multiple deprivations experienced by vulnerable families. It provides educational access to children, maternity entitlements to pregnant and lactating mothers, income and social security support to parents and senior citizens, and universal healthcare to all family members, to irreversibly move families out of poverty.

Objectives

Impact Learning partnership was responsible for creating and strengthening the Monitoring and Evaluation (M&E) efforts of Indus Action from an external, independent perspective. This involved,

  • Sharing effective, contextual practices and setting up general Standards Operating Procedures (SOPs)
  • Developing theories of change and logical frameworks as per project requirements
  • Evaluating existing metrics for fitment
  • Capacity building of Indus Action’s Strategy and Learning teams
  • Providing feedback and support to the impact assessment and evaluation structures

Approach and Methodology

  • Review/ health-check of existing Monitoring & Evaluation system components and activities.
  • Support weekly planning and execution
  • Evaluating the direction of the organization on a monthly basis, based on an impact assessment framework
  • Tracking monthly progress of project goals, with a special focus on one key project for each zone and providing inputs on workstreams/activities
  • Supporting the SNL team and the Senior Manager with monthly memos and “Just The Facts”
  • Collaborating with Indus Action’s partner organization(s) for a yearly impact assessment and metric re-alignment
  • Impact

    Through our partnership with Indus Action, significant progress has been achieved across various fronts. Teams now possess dynamic Theory of Change (ToC) documents, providing clear pathways for project implementation. This initiative has been complemented by enhancements in Monitoring and Evaluation (M&E) systems and practices, ensuring greater accountability and effectiveness in project management. Additionally, the development of Standard Operating Procedures (SOPs) and guideline documents has empowered project teams to craft robust ToCs, Results Frameworks (RF), and Logical Frameworks (LF), enhancing overall project coherence. Importantly, our collaboration has facilitated the attribution of Indus Action's efforts to the tangible welfare enhancements realized, marking a pivotal step towards sustainable social impact. Furthermore, an independent verification exercise has been conducted to validate impact numbers and ensure rigorous evidence gathering, consolidating the integrity of our endeavors.
