Background Context: Indus Action (IA) is a “do-tank’’ that works towards securing a social protection safety net for vulnerable families by providing sustainable access to a Portfolio of Welfare Entitlements and Rights (POWER).
IA sought to create and strengthen the Monitoring and Evaluation (M&E) efforts of the organization with the support of an external, independent perspective.

Approach and Methodology
Approach: DS is using a combination of two approaches to support IA with their MLE efforts:
(1) Theory-Based Approach (TOC): DS is undertaking a theory-based approach to create a detailed theory of change (TOC) and process tracing (PT) systems across projects.
(2) Result-Oriented Approach: DS is helping to answer, to what extent have the project's original objectives and later interventions been met or will be met.
DS will support IA by:
(1) Evaluating the direction of the organization and project goals on a monthly basis, based on an impact assessment framework.
(2) Metric identification and iteration for new projects with the zonal POC and conduct quarterly feasibility check of the metrics and realignment.
(3) Setting up dashboards for the ease of M&E access and maintaining & updating them.
