Independent assessment of education system Transformation Initiatives designed by Niti Aayog using mixed methods

Background ContextNITI Aayog outlined a framework for the transformation of the Government schools, which sought to strengthen administrative systems and human capacity, enable academic reforms, drive accountability and engage stakeholders, to ultimately impact student academic performance. Several states have undertaken initiatives across these focus areas. 

In consultation with state education departments, implementation partners and sector experts, metrics to assess the performance of states across the focus areas of the framework were developed.

Objectives

Development Solutions was commissioned to conduct an independent assessment in four states using the metrics identified by NITI Aayog, to assess the impact of state-level reforms and the overall health of the education system. 

Approach and Methodology

  • Method/ Design: Mixed Methods- Phone surveys, IVR surveys, in-depth interviews, focus group discussions and secondary data analysis.  
  • Key Respondents/ Informants: Teachers, parents, block and district officials 
  • Key Areas of Inquiry: Academic Performance, teacher availability in schools, time spent by teachers on academic activities, teacher enablement in classrooms, system accountability for learning outcomes, parent engagement
  • Sample: 1210 Teachers, 516 parents, and 296 block and district officials (Quantitative), block and district officials and school-level stakeholders (Qualitative)

Impact

The assessment provided inputs and recommendations on the progress of four states in India on the NITI Aayog framework for the transformation of government schools. Successes, gaps and challenges were identified in areas of administrative systems, human capacity, academic reforms, accountability and stakeholder engagement, and student academic performance.
