Qualitative assessment of Single-window services in Rajasthan and Karnataka

Background ContextSingle Window (SW) services for social protection is defined as, “integrated social service delivery in the form of contact points for (potential) beneficiaries of social protection programs and other social services at the local level (e.g. the community, municipal, sub-district or district levels).” There are a range of services offered at the point of contact in each single window service area. These include gathering information on existing state programs and identifying the potential beneficiaries, making all government services accessible to the community, supporting clients with the paperwork, following up with the clients where necessary and providing some on-site services. 

Objectives

To ensure that marginalized groups access their entitlements, the Azim Premji Philanthropic Initiative (APPI), acts as a catalyst of collaboration of the Government and the community. The APPI commissioned Development Solutions to conduct a qualitative assessment of single window services in Karnataka and Rajasthan.

Approach and Methodology

  • Method/ Design: Qualitative: Focus Group Discussions (FGDs), testimonies and in-depth interviews (IDIs) 
  • Key Respondents/ Informants: Beneficiaries (Unorganized workers, single women, survivors of violence, victims of trafficking, the elderly and those living with HIV from urban clusters), non-beneficiaries and Government officials
  • Key Areas of Inquiry: Perspectives on the single window on their service delivery, reach, accessibility, client interactions and challenges were captured from all stakeholders.
  • Sample: 4 FGDs, 20 IDIs, 4 testimonies

Impact

The assessment enabled documentation of program successes and provided inputs to strengthen the implementation of the 'single window' interventions.
