Development of Monitoring and Evaluation Framework for Microsoft CSR using Theory of Change approach

Background ContextMicrosoft CSR (Corporate Social Responsibility) has been involved in a range of development initiatives as a part of its CSR investment, since the year 2014. They sought to develop a Monitoring and Evaluation Framework (M&E), to assess the impact of their investments.

Objectives

Development Solutions worked with Microsoft CSR to provide technical support for developing an M&E framework, using a Theory of Change approach and assess the impact of Microsoft’s investments in CSR activities.

Approach and Methodology

  • Method/ Design: The methodology included a desk review of Microsoft Global Philanthropy and CSR India strategy, qualitative interactions with multiple stakeholders, development of the draft theory of change and workshopping the same with stakeholders.
  • Key Respondents/ Informants: NGO Partners and Microsoft Business Unit Heads
  • Key Areas of Inquiry: Tracking present systems of monitoring and reporting and perceived M&E needs, studying the impact of programs and the challenges faced in awarding projects to NGO partners.

Impact

The workshopping of the ‘Theory of Change’ created by DS led to the defining of goals for Microsoft CSR. The existing programs supported by the Microsoft CSR, were retrospectively fit into the theory of change, to finalize the outcomes, outputs and indicators.
