Process documentation of the Jan Sahas Model using qualitative methods in Madhya Pradesh

Background ContextThe ‘Jan Sahas’ has been working on addressing the issue of sexual violence against children and women in Madhya Pradesh. Since 2000, it has been able to identify the factors contributing to sexual violence and hardships faced by survivors and has since then, implemented multiple programs to address the problem. 

Jan Sahas has worked through interventions targeted at survivors, their families, communities and systemic stakeholders (legal, medical and law enforcement professionals). Jan Sahas has worked on community awareness and the formation of survivor support platforms.

Objectives

Development Solutions was commissioned to conduct a study to document the best practices, strategy, key activities, interventions, and challenges and learnings of the “Jan Sahas” model.

Approach and Methodology

  • Method/ Design: Qualitative methods (in-depth interviews, focus group discussions and workshops) and secondary research.
  • Key Respondents/ Informants: Vision Stakeholders- Jan Sahas Team; Implementation Stakeholders- Police, Lawyers, Media; Beneficiaries- Survivor Leaders, Parents of Minor Survivors; Balika Panchayat
  • Key Areas of Inquiry:
    • Understanding of the model in terms of rationale, conceptualization and actual implementation, its outcomes and achievements, and its gaps and challenges.
    • Quality of training to stakeholders and the change in reporting cases and collecting evidence.
    • Role of Jan Sahas in monitoring and tracking cases and availability of support systems for survivors- legal, medical, social and counseling support.
  • Sample: Workshop with 19 stakeholders, 13 In-depth interviews with 12 stakeholders and 4 focus group discussions with beneficiaries

Impact

A theory of change was developed in consultation with Jan Sahas to define the key activities, outcomes and goals of the Jan Sahas model to inform decisions regarding scaling up of interventions and replicating the model in other states.
