Background Context: Noore ki Bhurj Panchayat located in Bap Tehsil, Jodhpur District, is in western Rajasthan and part of the extreme-arid region of the state. It is characterized by sparse and scattered habitations, drought and scarcity and a poor state of formal literacy. Saurya Urja Company of Rajasthan, a public-private partnership initiative between IL&FS and the Government of Rajasthan has been allocated 6000 acres of land in the region to develop a solar park.
Objectives
Development Solutions was commissioned to undertake an initial scoping study and baseline assessment to provide strategies and possible CSR interventions. The objectives of the baseline study were as follows:

The project management support provided enabled the implementation team to achieve the project goals in Noore ki Bhurj community in Bap Panchayat, Jodhpur, which included establishing a mobile health service, upgrading education infrastructure in government schools, initiating a bridge education course for out-of-school girls, and establishing mobile veterinary services for local livestock management.
