Baseline evaluation of Freedom Fund’s Digital Pathways Intervention using qualitative methods

Background ContextFreedom Fund, in collaboration with the Praxis Institute for Participatory Practices, is developing a digital case management system for local frontline NGOs to use in their provision of care to individuals and communities affected by trafficking.

The goal is to ensure integrated care for the survivors and robust data to aid in the design of anti-trafficking interventions. The proposed intervention would:

  • Create a survivor-centered digital case management system
  • Ensure higher quality survivor-centered care
  • Facilitate better monitoring by partners of their caseloads
  • Provide local and state governments with timely localized data on bonded labor and trafficking
  • Feed high-quality anonymized data to international anti-trafficking organizations

Objectives

Development Solutions was commissioned to undertake an evaluation of the Digital Pathways intervention. assess the – impact, efficiency, and sustainability of the intervention, The evaluation, comprising a baseline and end-line assessment, was undertaken from March 2020 to March 2021.  The objective of the baseline assessment was to understand the current case management processes and determine the efficiency of onboarding participating organizations.  The key evaluation questions for the baseline assessment were as follows:   

  • Determine the effect of current case management processes on the ability of local NGO partners to provide services to individuals and communities affected by trafficking 
  • Determine the efficiency of onboarding participating pilot partners onto the Pathways digital case management system
  • Current management of survivor/client input into NGOs

Approach and Methodology

  • Method/ Design: Qualitative 
  • Key Respondents/ Informants:  Staff from partners – head of the organization and program staff, community members, and Government officials
  • Key Areas of Inquiry
  • Interactions with Partners – to understand current systems/processes of data management, challenges; capacities of partners to transfer to digital systems, and partner perspectives on how digitization would help their work and enable support to survivors 
  • Community members - to understand their perspective on how they navigate across various agencies in accessing services and challenges, if any, they face concerning documentation. 
  • Interactions with Government officials – to understand current systems/processes of data management; data needs for effectively providing support to survivors; the role of NGO partners in data provision and management
