Assessment study of Azim Premji Philanthropic Initiatives’s Program for ‘Children in Contact with Railway Stations’ (CCRS)

Client: Azim Premji Philanthropic Initiatives Location: West Bengal, Tamil Nadu, Uttar Pradesh, Bihar and Odisha Background Context: Azim Premji Philanthropic Initiatives (APPI) has partnered with Railway Children India (RCI) and Child India Foundation (CIF) since December 2016 to rescue and rehabilitate missing/run-away children at the selected railway stations of the country under the Children in contact with Railway Station (CCRS) program. The CCRS program aims to bring 8 out of 10 children in contact with railway stations into the safety net through several interventions.

Objectives

APPI commissioned Development Solutions to undertake an assessment study of the CCRS program to refine the program strategy and enable improvements going forward. Development Solutions undertook this assessment. The primary objective was to assess the effectiveness of the program and outline opportunities for improvement in design and implementation. Specially, the assessment, 

  • Assessed the effectiveness of the CCRS program and its design – in achieving the expected outcomes 
  • Determined the overall effect of the program on targeted stakeholders, especially children 
  • Enabled recommendations for program strengthening and replication in other contexts

Approach and Methodology

  • Method/ Design: Mixed methods of data collection, combining desk review, quantitative and qualitative data collection. 
    • Literature Review: Program documents, MIS, reports, partner reports, strategic plans, and government policies were reviewed to understand the program context and operations 
    • Quantitative Surveys, qualitative interactions over the phone and others in person. In-person interactions were undertaken in six railway stations, selected based on the proportion of female children rescued, the number of years of program operation and implementation progress. 
  • Key Respondents/ Informants: Children restored home and their parents, children currently in open shelters, long-term care, and children referred to de-addiction care, program team members, station-level staff and external stakeholders the program engaged with, such as Government officials. 
  • Key Areas of Inquiry: Knowledge of SRH topics, awareness, and knowledge about sex, and pregnancy, use and intent to use contraception measures, access to service and exposure to MTV Nishedh and Chaa Jaa
