Perception Survey to Understand Barriers and Enablers to Girls’ Secondary Education in Rajasthan in the context of COVID-19

Background Context: IPE Global India seeks to commission a study to understand stakeholder perspectives, especially those belonging to SC, ST, and OBC communities on adolescent girl’s (aged 13-16 years) education, with a focus on the pre-matric scholarship scheme and the impact of Covid-19, in Rajasthan.

Objectives

This study, done by Development Solutions, in partnership with the Institute of Development Studies, Jaipur, sought to understand perceptions of adolescent girls and their parents on girls’ education, the pre-matric scholarship and its role in girls’ education and the impact of COVID-19 on girls’ education and their lives.
The specific objectives of the study are as follows:

  • To understand access (to), demand (for), and stakeholder perspectives on the pre-matric scholarship scheme
  • To understand the impact of Covid-19 on the lives of girls, with a focus on understanding the contexts and narratives on girl’s education, owing to Covid-19.
  • To understand stakeholder expectations from the Government – in enabling opportunities for continued education for girls, more so in the context of Covid-19  

Approach and Methodology

  • Method/ Design: Mixed-method study design was used, including both quantitative and qualitative methods of data collection. Quantitative surveys and in-depth interviews (IDIs), focus group discussions (FGDs) and small group discussions were undertaken for the study.
  • Key Respondents/ Informants: Adolescent girls aged 13-16 and their parents, panchayat members, community-level stakeholders, secondary school teachers and principals
  • Key Areas of Inquiry: Awareness and use of information Current status of education; perceptions on girls' education; perspectives on educational enrolment; awareness and access to scholarship; online education during COVID-19; impact of COVID-19 on girls; educational aspiration for girls and expectations from the Government
  • Sample: Quantitative (640 households); Qualitative (40)
