Mapping and Assessment of National Programs and Schemes for Adolescents in India

Background Context: While numerous efforts have been made by the Government of India (GOI) to address the concerns faced by adolescents, areas of improvement exist. This study assesses the current programs and schemes of the Government of India for adolescents and provides recommendations for program and policy. The study seeks to contribute towards mainstreaming comprehensive adolescent development in India.

Objectives

Development Solutions was commissioned to conduct a study to map and assess the status adolescent programs and schemes in India, instituted and implemented by the Ministries of – Health and Family Welfare (MoHFW), Human Resource Development (MHRD), Youth Affairs and Sports (MoYAS), Skill Development and Entrepreneurship and Women and Child Development (MWCD).
Key objectives of the study were:

  • To map the current government adolescent schemes and programs across education, health, skills development, and gender empowerment.
  • To assess the status of implementation of the schemes and programs – achievements, challenges, and areas of improvement.
  • To put forth actionable recommendations to make the schemes/programs more comprehensive and aligned to the current needs of the adolescents

Approach and Methodology

  • Method/ Design: This study used a mixed-method approach involving both primary and secondary data gathering and analysis. This included desk review of literature on national adolescent programs and schemes and qualitative interactions (in-depth interviews) with key informants working adolescent programing in India.  
  • Key Respondents/ Informants: Funders/Donors/Development partners, Research organizations, NGOs/Implementation organizations
  • Key Areas of Inquiry: Assessment and mapping of achievement and key challenges of current programs and schemes under MoHFW, MHRD, MoYAS, MWCD and Skill Development and Entrepreneurship on issues of – Health, Education, Skill Development and Employment and Gender Empowerment.
  • Sample: Qualitative (10)
