Internal evaluation of Foundation to Educate Girls Globally’s Educate Girls’ program using mixed-methods approach

Background ContextThe Foundation to Educate Girls Globally (FEGG) initiated a community intervention to enroll girls in school by identifying out-of-school girls through door-to-door surveys. Engaging with the community, FEGG makes them understand the value of schooling. In addition, it also counsels parents and works with the school management committee to improve the school infrastructure. It also identifies girls who have dropped out and makes an effort to re-enroll them.

Objectives

Development Solutions was commissioned to undertake an internal evaluation focused on the FEGG’s above interventions in five districts of the three states. The objectives of the evaluation were:

  • Verify FEGG's 2021-22 data on enrolment and retention of out-of-school girls for the sampled schools under the program to ensure data quality, fidelity, and robustness.  
  • Assess the learning outcomes of girls undergoing FEGG's foundational learning course, 'Gyaan Ka Pitara.' 
  • Understand the overall program efforts and challenges through the perspective of parents, teachers, school principals, Field Coordinators (FC), and Team Balikas (TB).

Approach and Methodology

  • Method/ Design: Mixed methods of data collection were used: quantitative surveys, computer-assisted personal interviews (CAPI); in-depth interviews; focus group discussions
  • Key Respondents/ Informants: School Principals, teachers, parents, Educate Girls (EG) field staff/coordinators, team Balikas (TBs)
  • Key Areas of Inquiry: Knowledge, awareness and perspectives on the EG program; role of schools and school readiness among girls; advantages and successes of the EG and GKP programs; data verification for enrolment and retention; learning outcome assessment among girls; perspectives of stakeholders on program efforts;  program efforts undertaken to achieve the desired impact, capacity of teachers to manage programs; gaps and challenges.
  • Sample: Quantitative survey (1829 students in 122 schools); Qualitative (37): in-depth interviews (17) and focus group discussions (20)
