Background ContextIndia boasts a dynamic EdTech ecosystem; however, it has struggled to effectively reach the low-income segments with limited EdTech solutions. The lack of comprehensive grassroots data and reliable insights into the behaviors and needs of these end-users has been a significant challenge. 

To address this information gap in the EdTech ecosystem and empower policymakers, educators, and tech innovators to make well-informed decisions, the Bharat Survey for EdTech (BaSE) was initiated. BaSE aims to bridge this information asymmetry by providing trustworthy data and insights on EdTech. The survey delves into key themes such as access to technology, EdTech usage, and user sentiment surrounding EdTech adoption

Objectives

The CSF commissioned Development Solutions as the survey and analysis partner for the BaSE survey. The survey was intended to provide critical insights to stakeholders in the EdTech ecosystem for informed decision-making, and was conducted between November 2022 and January 2023.  The objectives of the survey were:

  1.  To spotlight the state of EdTech in terms of access to technology, user sentiment on the adoption of technology for education, and usage of EdTech in the low-income context in India. 
  2. To provide a common frame of reference for stakeholders in the EdTech ecosystem including the government, educators, EdTech product companies, investors, philanthropy / Civil Society Organizations, and academia to enable informed decision-making.

Approach and Methodology

  • Method/ Design: Quantitative Survey: Six states were selected for the survey based on a 2x3 matrix of internet penetration and the state’s population size (as a proportion of the national population). A multi-stage sampling technique was adopted to achieve a representation of the sample within the states.
  • Key Respondents/ Informants: Parents and guardians 
  • Key Areas of Inquiry: Access to technology at the household level; access to technology at the child level; user sentiment around the adoption of technology, EdTech usage.
  • Sample: Quantitative: 6000 respondents across 6 states

Impact

The survey helps fill a critical knowledge gap in the ongoing movement to democratize the use of technology for learning.
