Opinion Analysis on Comprehensive Sexuality Education (CSE) in India

Population Foundation of India (PFI) is implementing a project titled, ‘Scoping for expansion of Comprehensive Sexuality Education (CSE) in India’. The project seeks to create new narratives around CSE in India, mainstream it and institutionalize the delivery models by integrating them within the existing government schemes. For it to do so, an Opinion Study is proposed to be conducted at the national level and in the states of Uttar Pradesh, Jharkhand, Delhi, and Manipur. 

Objectives

The study seeks to understand the following objectives – in the four study states and at a national level:

  • Identifying key stakeholders and understanding their knowledge, Attitude and Perceptions (KAPs) towards ARSH and CSE
  • Identifying key barriers and challenges restricting the mainstreaming and expansion of ARSH and CSE programs in states
  • Identifying potential influencers among stakeholders who can be champions for ARSH and CSE in each state.
  • Outlining recommendations for mainstreaming and expanding ARSH and CSE in each state.
The study findings would help understand key stakeholder perspectives on CSE at the state- and national levels, map current initiatives and programs on CSE, and identify opportunities for the expansion of CSE. It will also help identify key influencers who could enable a wider reach and acceptance for CSE in the study states and country.

Approach and methodology

The research methodology for conducting the opinion study will be iterative and non-linear across all the study locations. Stakeholders Mapping, Desk Research and Qualitative Interactions would inform the study. The overall study methodology would be:

  • Detailed desk research and literature review – Qualitative and Quantitative
  • In-depth Interview (IDI) with key stakeholders
The key sources of information/ data would be, but not limited to, policy documents, government reports, status/ landscape studies, reports shared by PFI, published reports, research publications, works of development partners, data from Census, National Family Health Survey (NFHS) and Health Management Information System (HMIS).
