Evaluation of the Matrix of Change Program

The Matrix of Change (MOC) program by Children’s Investment Fund Foundation proposes to address the challenge of poor utilization of resources allocated to children as well as pregnant and lactating women in the state of Jharkhand. This is expected to be done through on-ground awareness and demand generation activities, and advocacy initiatives at the state level. Using people-powered campaigns led by marginalized communities, and strategic partnerships with the state Government, the aim is to strengthen nutrition governance in Jharkhand, to achieve improved nutritional outcomes for children and women.

Objectives

  • Increase in awareness among mothers on Government’s provision under ICDS-SNP and PMMVY
  • Facilitate new registrations for mothers and children at Aanganwadi Centres (AWCs)
    • Increase government spending on the schemes (ICDS-SNP and PMMVY) by 2024
    • Jharkhand to champion implementation of social accountability mechanisms to improve nutrition for the most marginalized communities and commit to scale-up across the state.
    • To develop and prioritize local narratives on access to nutrition for tribal communities (more spending on innovative schemes to improve nutrition for tribal women and children).

Methodology

  • Given the evaluation framework and key indicators, a mixed-method evaluation is proposed.
  • Outcome Evaluation- Quasi-experimental design, with a quantitative survey at baseline and end line
  • Cost-Effectiveness Analysis- To be undertaken at endline; Government fund expenditure and allocation reviewed over time
  • Process Evaluation – Qualitative interactions with key stakeholder groups, Spot checks- social audit and grievance redressal, Review of government funds allocated and spent.
